NA MP and member of PA party Vartan Oskanyan has applied to the prosecutor general Aghvan Hovsepyan to complain about the legal proceedings instituted in connection with Civilitas foundation. Oskanyan’s authorized lawyer Tigran Atanesyan told radio Liberty that in the letter submitted to the prosecutor general they had asked to cancel the decision on instituting legal proceedings due to the fact of lack of crime component. “In order to have money laundering criminal component, there must be money that has been received through criminal means. Money laundering crime does not exist separately and it should be the continuation of another crime, as a result of which that money was generated. In this case it does not exist. Everything is open here and we know what money was transferred to the budget of the fund and what was done with that money,” said T. Atanesyan. The National Security Service alleges that the 100% of the shares of Hantsman Building Products company registered in Armenia and belonging to Polymer Materials and Hantsman International corporations registered in the US have been sold for 2 million dollars, but because of wrong contractual formulation of the transaction the deal was not made available to the tax administration, the tax payments were failed to be made, and a part of this money that was left in Armenia for philanthropic purposes was not used for that purpose, but instead of that the money was transferred to the accounts of Civiltas foundation president Vartan Oskanyan and member of the organization’s board of trustees Tigran Karapetyan. Besides that, last year Civilitas did not submit report on sources of financing and around 2 million dollars provided for philanthropic purposes. “This is simply a result of lack of knowledge of the tax law. They did not even check it and did not even ask the tax office about it,” said T.Atanesyan. According to the lawyer, Oskanyan wants to publish all documents about those transactions and finances. As from the beginning of the criminal case those documents were considered not to be subject of publishing, Oskanyan applied to the National Security Service’s investigation department for permission. “There is no secret and nothing to hide there. The society’s participation in such discussions is beneficial. We are speaking of a politician, his future and past. He is ready to show everything about his all activities,” he said.
