The closer elections are, the funnier the situation in the political sector is. Revolutionists are becoming ant-revolutionists, and enemies are becoming friends, even electoral falsifiers are struggling against falsifications… One of the main topics of discussion in the sector of politics is the issue of establishment of a civic headquarter for controlling over elections. The ANC, ARF and PA have signed some document, which was introduced as an unprecedented agreement in the political sector of Armenia. Recently the Heritage party proposed some conditions for organizing the work of that headquarter, which means that technically the Heritage may not join it. It doesn’t matter what the conditions are, whether the headquarter will be established or even whether the Heritage may join that group. The most important thing here is the fact of this initiative, which is communicated to the society as an achievement. What really is happening is that these powers have initiated creation of a bloc or coalition against the government, i.e. namely against the Republican party from the government, which is headed by president Serzh Sargsyan. It is a fact that this is not a pre-election action but an initiative with long term goals. The most important fact is the PA’s role, because being a part of the government and violations as well, this party has been involved (or involved others) in an initiative, which will serve as a platform not before but after the elections. Let’s imagine a situation, when on May 7 this headquarter is announcing that the elections have proceeded with severe violations and these powers do not recognize the legitimacy of elections, and they call on people to hold demonstrations. Everything would be OK if the PA was not involved in it. In fact such possibility of making such criticizing announcement is not about the ANC, but about the PA. In other words, if following the elections this headquarter announces that the elections have not been transparent and have proceeded through violations and calls on the society to demand justice (including the PA involved in it), the main actor and leader of the process hence will be Gagik Tsarukyan but not Levon Ter-Petrosyan, which means that in fact the processes will be driven by Robert Kocharyan. By the way, in his interview on March 1, 2008, Levon Ter-Petrosyan did not exclude the possibility of cooperation with the latter. This means, that whether they want or not, the initiators of this headquarter are opening a way for Kocharyan’s return. This is normal, but these powers should be honest to the society. This is true about all political powers, including the Heritage, the representative of which signed the document or draft agreement on the establishment of this headquarters. The situation in the political sector has developed in a manner that gives opportunity to the society to elect either of the formats controlled by either one of the three presidents. In fact this initiative excludes one of these formats and leaves only two formats because the interests of Levon Ter-Petrosyan and Robert Kocharyan are the same.
