Yesterday the prime-minister Tigran Sargsyan addressed to the chairman of the National Assembly Samvel Nikoyan with a request to return the bill on “Law on curfew” for the purpose of making amendments. However, in the official press release nothing is stated about why the bill should be returned except the expression “to make amendments”. It refers to the bill stipulating the usage of army during a curfew and defines how and in what cases the armed forces should be used. The adoption of the bill and various formulations included in it caused criticism on part of both parliamentary and non-parliamentary opposition members. However, the authorities were so consistent about passing this bill that several RPA deputies voted for the bill instead of their colleagues. Irrespective of the reasons why the bill should be returned, the government appears in a ridiculous situation once again. Only a few days ago the Minister of Justice Tigran Tovmasyan defended the bill as much resolutely, as he substantiated the reservation of majoritarian system. It turns out that the Minister of Justice defended a bill which needs to be amended, i.e. it is incomplete. Consequently, either the bill really requires amendments or Hrayr Tovmasyan simply fulfills assignments.
