RPA has referred to Heritage party leader Raffi Hovhannisian’ official letter to the RA president, in which the latter calls to release the state and education institutions from party affiliation in the sake of conducting free and fair elections. In RPA announcement is particularly stated: ”On November 21, 2011 Heritage party leader Raffi Hovhannisian presented a letter to the RA president and RPA chairman Serzh Sargsyan, in which he has delivered number of suggestions to conduct free and fair elections in the county. RPA welcomes fairly strategic approaches of any political power towards election processes, and signifies active discussions directed to its development and improvement activities. In the same time RPA finds necessary to react on a reform claiming initiative, which should first of all have positive intention, and any possibility of creating objective reality out of subjective perception of separate features, or their illusions should be excluded, because it will not be fair to put subjective estimations on the basis of revealing political and legal processes. One of such important steps for organizing and conducting free and fair elections and political obligation handled by power has become the adoption of new Electoral Code. Vast majority of questions raised in the letter found their regulations in the new code, and they can be more material and measurable in election processes itself. In this case declarative announcements and populist slogans should not become tools for doubting on factually accomplished political will. Parallel to this, it is better to stay deprived from any attempt of considering absolute political obligation handled by power, since they have reasonable boundaries and should never become an excuse for limiting and violating other people’s rights and freedom. Every country should seek for perfect elections; however the forecasted and supposed deviations should not annihilate the value of those strivings. Another issue is the corresponding estimation of revealed and recorded violations of election processes, and it will be one of the criteria of political commitments.’’
