Open fax to Tigran Sargsyan who temporarily occupies the seat of Armenia’s prime-minister
Harutyun Arakelyan has sent ‘open fax’ to the Armenian prime-minister Tigran Sargsyan, which is fully published below. For your information, several days ago Harutyun Arakelyan publicly blamed Tigran Sargsyan for embezzling public property, which was followed by Tigran Sargsyan’s application to the general prosecutor to institute legal proceedings.
First of all I would like to inform that I appreciate the fact that you have applied to the general prosecutor’s office to investigate my letter. Now I will go deep in the topic.
I believe that the investigation group will have a number of questions and below I am asking several questions, which will help them to do the investigation. However, if you decide to make a surprise and answer to these questions fairly, you will spread light on the problem of the Nairit company during the past years. If you have problems concerning any issues, you can ask me; I promise that I will ignore the insult you have given to me and will try to help because it is also about the 20.000 people that work for this company, who future is connected with the Nairit company.
Now the questions, which are below:
– Why was not the Nairit sold directly in 2006? Why did a suspicious company registered in an offshore zone, which had only 20k pounds capital, bought 90% of the share of the company, as a result of which the mentioned company pledged the Nairit and took 70 million dollars?
– Why did only 39 million out of those 70 dollars come to Armenia? Thus, the remaining 31 million is considered to be lost.
– Why did Tigran Sargsyan, being the head of the Central Bank in 2006, as well as the manager of the Inter-governmental bank, gave permission and consent to transfer the mentioned 70 million to a bank account in offshore zone? Did they transfer the 39 million dollars to the state budget through another way?
– Who are the real owners of the Rhinoville Property Limited? Why are they hiding for so many years? Why did not they show up even after the accident in the Nairit?
When the Armenian media was making a noise and announcing that the products of the Nairit were being exported with a very low price at 2,700 dollars per ton and were trying to get explanations, the minister of natural resources and energy Armen Movsisyan, who was the owner of 10%, tried to justify and said, “It is the price of our product in the market”. However, the mediator organizations supplied the same product with a price at 3,5k dollars per ton. According to my calculations, since 2006 the profit of such mediator organizations is over 30 million dollars.
– Did the minister pretend to be uninformed on purpose? Where did the 4k dollars go from every ton of caoutchouc?
– The employees of the Nairit are asking me as the chief of ARL party whether the salary fund of the factory is approximately 550 million dollars? The management of the company, being 20 people (including the RA prime-minister Tigran Sargsyan), are receiving 60 million drams? The administrative workers, being 900 people, are getting 320 million drams salary, and the workers who are working in difficult and dangerous conditions and are the real creators of the wealth, being 2,100 people, receive 170 million drams salary only. Dear prime-minister, please answer to the questions of the Nairit company’s workers. Is this information true?
– Isn’t the company going to bankruptcy on purpose because they have hired many administrative workers who are not doing anything but receiving money (secretaries with long legs, assistants, useless departments, etc.) in case when the company has many debts? Is it false information that in the recent period the important machinery and facilities for producing caoutchouc is being exported from the factory under the name of exporting metals?
– Why does the government fail to take actions to punish the owner for failure to fulfill the responsibilities taken by the contract? Why isn’t the share of the Nairit being returned to the real owner, the government of Armenia?
– Is it true that several days before the explosion in the factory 30 million dollars was transferred from the account of this company, which had financial problems, and 22 million of the mentioned sum was transferred to a Danish financial group, and 8 million to the Rhinoville Property Limited? It is worth mentioning that during those days the director of the factory Vahan Melkonyan told the media that in case of having 150,000 dollars it would be possible to escape from the explosion and victims. So why did the fail to invest this small amount from that huge amount available on their accounts?
For the beginning, I think these questions are enough. The remaining questions I will teach during the next lesson.
