“When we analyze the political situation we understand that in Armenia it is a rule of political parties. The system is slowly becoming very similar to one-party system. People are waiting for the RPA’s session like in the Soviet times for the Communists’ party’s sessions. The political life now depends on the RPA’s sessions too,” says Hmayak Hovhannisyan, “The spokesman of this party says what was discussed at the party’s session with a strange voice and they show how Serzh Sargsyan and Hovik Abrahamyan are arriving in the hall. Hovik Abrahamyan is still alive and the spokesman of that party should not speak about him with that strange voice.” According to Hovhannisyan, the processes that have started in Armenia do not give hope that we will overcome the challenge of these elections with honor. “Elections have become a difficult challenge in our country because the authorities have set a goal to keep the power by all means. From this prospective I don’t think that this challenge may be overcome during the upcoming elections,” says Hovhannisyan and adds that the RPA will not overcome these challenges without electoral violations is the situation is becoming worse in Armenia. “The authorities are sitting on the head of the state and are distributing the state resources between each other,” says Hovhannisyan and in order to show the level of cynicism of the authorities brings the example of the education minister Armen Ashotyan, who praised the rectors of universities by saying that they had refused the hlp of the Prosperous Armenia party for students. He says that this means that everybody wants a part of the cake. According to the politician, currently there is a situation in Armenia for the first time, when the president will act not as an arbiter but a competitor. “During elections always there are problems and shock, and now these problems are more. These elections will contain twice more risks. The president of the country is the head of the most powerful party in Armenia. In our country there will by presidential by-elections through regular parliamentary elections,” he said. The politician says he does not want to forecast the proportion of powers in the parliament as according to him the new parliament will be elected through violations too. However, Hovhannisyan believes that the PA has 100% opportunities to win but the ANC is not ready for those elections.
This is not by chance because Hmayak Hovhannisyan wants to become a member of the PA party. “I support the PA and encourage Gagik Tsarukyan’s efforts not to politicize the benevolent actions for students,” said Hmayak Hovhannisyan and did not exclude the possibility that he could join the PA. “I am a very serious person and my best achievement has been non-partisanship. I have been partisan only several years and have been non-partisan during the past 18 years. If Gagik Tsarukyan does not politicize his aids and benevolent actions, it is not excluded that I may join them. If he continues to support the notion “the party for the people” and sends me invitation, I will discuss it seriously. I am thinking of participation in elections under the majoritarian system. I consider myself as the servant of voters. If they want me to participate in elections, of course I will take part in the elections under the majoritarian system,” said Hmayak Hovhannisyan.
Hovhannisyan believes that the ANC is ready for presidential elections only. “Levon Ter-Petrosyan’s positions have been wakened within the ANC. He promised that we would meet the New Year with a new government, which did not happen, due to which he is weaker now. Of course we should not exclude the factor of the ANC. There are people who think that the ANC is not strong anymore, however there are no other alternatives for now. Meanwhile, he will not be able to overcome the challenge of making the list of candidates,” said Hmayak Hovhannisyan.
