Is it better to be the first one among slaves or the second one in Rome?

The national elections such as the parliamentary, presidential and local government elections are regulated by the law. There is also a central electoral commission, which is to regulate the processes of elections and take care of the technical issues, control the financial flows of political parties and individuals involved in elections, etc. Political parties and politicians have to do their best to gain the trust and respect of people, which can be done only with good work. The easiest mechanism of being re-elected is very simple as the parties that are elected have tools and power in the government in order to work and make the lives of their voters easier to have their trust for the future too.

The replacements in the government that happened the recent times are a very interesting message. These are very strange as they have paralyzed the political sector. Specifically, it is very strange to see that the speaker of the parliament is resigning with the explanation that he prefers being the coordinator of his party’s pre-election headquarter. He wanted to prove that with his resignation he was trying to show that the position was nothing but the loyalty was everything for him. However, even the resignation did not prove that Hovik Abrahamyan is loyal to the president. The speaker’s resignation was followed by the resignation of the first deputy to the HR chief of the president’s office Michael Minasyan, who is the president’s son in law. The latter does not lose his power because in fact he is a family member of the president. Michael Minasyan is sent to the RPA pre-election headquarter to observe the work of the headquarter and control everything in the place. If the minister of regional administration Armen Gevorgyan resigns and goes to the RPA headquarters too (as it is alleged by a number of media sources), the situation will become even more complicated. The president should understand that in such situation of trust deficit hardly he can expect loyalty. This reminds of Napoleon’s police chief Fouche, who created a network of spies, who were suspicious to each other and no one trusted the others. This means that everyone was suspicious and none of them were free in their actions.

It is very interesting that the head of the RPA headquarter Hovik Abrahamyan and his deputy Michael Minasyan are already speaking about the high importance of transparent and fair elections for the country. What do people do in pre-election headquarters generally? Do they explain the priorities they have toward other parties to their voters? Of course no. Governments lose their reputation during the periods they are in office. In Armenia life continues to be as bad as it used to be and emigration still continues. People are as disappointed as five, ten and fifteen years ago. If so, what are the missions of pre-election headquarters?

It is evident that the headquarters also understand that the official information about the population census does not mean anything for them. The headquarter representatives should go from neighborhood to neighborhood, talk to people and meet the neighborhood guys. It is also important to make lists of people in separate buildings according to their political preferences. The next step is the pre-election budget as they have to figure out how much money they will have to spend on voters, how much bribe they will need to distribute and how many kilometers of asphalt they will have to cover for roads. In a word, this work is not as easy and simple as the work of the parliament’s speaker.

The announcements of Alik Sargsyan and Hovik Abrahamyan following their resignations were very surprising. So far only the members of the Prosperous Armenia party have shown such open loyalty to their leaders; so open that it is even a pleasure for those watching them speaking those words. We should admit that for a conscious man any public demonstration of loyalty is unpleasant. However, it is possible to have minimum 51% of votes during elections with such human resources only. And again, after serving for elections, the group of these non-competent servants will appear in the government with the sequence corresponding to the level of their loyalty and they will spend the earned credits during the coming four years.
