Wikileaks has published a cable, which concerns the meeting of the US Ambassador Yovanovich and former president Kocharyan. The published cable discovers that Kocharyan has expressed concerns about the Millennium Challenges project and said the following: “this was the biggest bluff.” He also said that in the preliminary phase there were a lot of discussions how to help Armenia, however later nothing was done in the framework of the project. Kocharyan said that no money from the project had been spent during his tenure. He specifically emphasized that he had never believed in the reliability of the project as the goals of the project were targeted in two different directions. Mbassador Yovanovich refuted Kocharyan’s allegation and recommended him to get introduced to the Millennium Challenges projects implemented in Armenia. Yovanovich said that in the framework of that project a lot of support had been provided to the sector of agriculture. Kocharyan also said that he did not understand why the US had suspended the project, in answer to which the Ambassador said that such decision had been taken in relation to the violence of March 1, 2008. From his side Kocharyan added that the project should not have been politicized, and the US should not have press on anyone and suspend projects aimed at development of the country.
