It appears that suggestion for amnesty of political prisoners has long been raised on December 2008 by the American diplomats. However, the suggestion was not approved by the RA President Serzh Sargsyan. The decipher message is coming to be known from “Wikileaks.” Thus on December 16, 2008 the USA Ambassador to Armenia Marie Jovanovitch has sent a letter of “Classified” category to the State Department in which she has delivered about her meeting with Serzh Sargsyan held on November 16. Vigen Sargsyan President’s Assistant, Matthew Bryza US diplomat and the Advisor on Territorial Integrity Issues have also participated in the dinner table meeting. During the meeting Bryza has raised the issue of imprisoned Aleksandr Arzumanyan, mentioning that such cases of political arrests cause questions regarding impartiality of judicial process. Sargsyan replied that the lawsuit should last by itself. According to the message, S. Sargsyan told that those people had violently attempted to change the government; hence it would be impossible to overcome the justice system and simply release the people who rebel louder nowadays. The Ambassador has noted that the process may last for a couple of years, which would hamper the Armenian political development and international authority. The Ambassador was also interested in whether there was not any political solution, amnesty for instance. Rest of the message we present below without changes: “Sargsyan being evidently irritated refused that opportunity, by stating that if Armenia does not respect the human rights, European Court of Human Rights will act as a judge.” Sargsyan promised as well that if the ECHR decision is against the RA government, they will nevertheless respect that.
