– Wikileaks website has recently publicized an unprecedented number of materials on Armenia’s politicians, statesmen, oligarchs, state structures and about the situation dominating in Armenia. Were these publications an accident during this period?
– This is a much broader phenomenon and it wouldn’t be right to just limit it with Armenia. In fact, here we can see what west means. We understand it not like a group of countries but a philosophy and certain policy. It is evident that this process first of all serves the foreign policy objectives of the United States of America. In the meantime this is more of an in-depth process and it is not right to say that it serves only the short-term goals of the current U.S. administration. The management system of the west is much more complicated. People have only calculated that there is such an efficient tool and it works in Armenia as well.
– What are they trying to achieve in Armenia with these publications at this stage?
– Wikileaks can make any person, any state structure vulnerable by pointing a barrel of gun at them. It can even reach the level of annihilation. At any point certain information may be circulated that can jeopardize or encourage activities.
– Is it possible that it may also be a warning to publicize things that people don’t expect? The materials publicized by now have been familiar to the society and were numerously publicized numerously by the media.
– Warning is one of the goals. Besides that they are serving the political field, the public opinion and are creating certain opportunities. And they also hint at the politicians, who the U.S. has certain expectations from.
– Had these publications had anything to do with a concrete timeframe or processes when the ANC suspended its dialog with the government?
– Of course in certain parts of the world certain transformations are taking place and indeed Caucasus is also included in there. And this is a very productive tool. It is applied not only in the case of Armenia but also Azerbaijan.
– In your opinion, why was the ANC-government dialog suspended? Was the actual reason the collision of the ANC young men with the police and later their arrests?
– It is quite possible that the dialog has entered into a dead-end. It doesn’t mean that the dialog was a way out of all the problems. Dialog was merely the western way of resolving the polarized situation in order to ease up the process of transformation in the country. But it doesn’t mean that all the participants are standing still and awaiting certain instructions. No, they are only doing their job and this opportunity was created. It might have been an Armenian initiative only in the case when Armenia was really ready for that and if the Armenian academia was involved. There was no environment like that in our country and so the need of foreign mediation was necessary. The internal ones were very vulnerable. For example, the governments are vulnerable because they are constantly under the influence of abroad.
– In your opinion why did the dialog not have a success after one month and a half of meetings? Was the reason that all the parties involved in it didn’t bother to achieve results because it was compelled by the west?
– As long as we have the genius of the world – USA there is an opinion that the opposition-government would proceed productively because it would provide a more efficient process of transformation – to guide Armenia and its government in the direction that would benefit the western interests. The dialog was suspended by the mediation of Russia. There is the second geopolitical player – Russia, which considered the dialog as an attempt to block its interests. As Russia also wishes to serve Armenia to its interests then it’s against this process.
– Do you think the ANC-government dialog will continue or the suspension was the end of it?
– I am almost sure that it won’t continue. But we get to deal with a U.S. system and so I may say that you’ll never know.
– As a matter of fact, according to you the dialog started with the American solicitation. In that case, who “initiated” the suspension of the process?
– There is the second player – Russia. As long as Russia wants Armenia to serve its interests this process would be no success.
– Does this mean that U.S. started the process and Russia suspended it?
– Russia was probably blocking the process non-stop. They were using their levers and powers to block the process. I don’t know its actual technology but those are nuances. In fact there is both an encourager and suspender of this process.
– ANC has stated that if the dialog doesn’t give the expected results they will quit it and that they are planning to initiate a strong struggle. Will the Congress initiate any radical changes in the fall?
– I think that the Congress has that opportunity. The thing is that the society is really discontent and despite its slight slump of reputation ANC can still mobilize people because it is going to be a radical process. People have deflected from the Congress, which agreed to reconcile with the government but they will return in the event of radical moves. And people, who are not supporters of the Congress, will be there. If they become a prevailing and dominant force they will become very dangerous and unpredictable. They will be able to dictate their will and intentions to the government. One of the sides should be evidently strong in order to avoid radical moves. The riot in Armenia should be manageable.
– In spring the ANC rallies were pretty crowded and some experts thought that this force would be able to make certain changes by using its potential. But it seems that the Congress itself appeased these discontent moods. Was this a result of the foreign influence as well?
– The foreign arena needs a process, which would lead Armenia to the west regardless of whether it will be extraordinary or extraordinary election. We constantly tell terrifying stories about the fantastic influence of Russia. Russia creates stereotypes, which don’t mean anything. The properties, which it owns here – the military bases, infrastructures don’t mean anything internally. When the west reinforces here and wishes to get rid of the Russian influence it will engage in a conflict with Russia. If the people and the governmental elite go through the west influence it will not be possible to maintain the power of Russia with its military bases and infrastructures.
– In that case, why doesn’t the west wish to have a full influence in Armenia?
– They are moving in that direction step by step and they don’t wish to be in a direct conflict with the Russia. They can always make Russia feel that they got the power here but they can be the ones, who will have an actual control over the processes.
– But if the west is so successful in Armenia then why did Russia manage to fail the dialog?
– I don’t even know who Russia communicates with about these matters. Perhaps they communicate with the west.
– Do you think there is a possibility of snap elections here?
– If many people are concerned whether there will be snap elections or not then I am more concerned why Tatevik committed suicide (several months ago in Cascade) and why her brother also attempted to kill himself. Only if we review this precedent that we have created Armenia, where kids wish to commit suicide it will be enough to say that we are not even close to fundamental matters. They are saying that we need to get rid of the current government and only then talk. And perhaps in this very government there are people, who’d like to do that. Now we are breading a type of person in Armenia, who is looking for two things – fun and money. The majority of the youth is infected. And we have such tragedies in all areas and including the army. Everyone is trying to pull whatever they can without considering others. This is the election. We are electing parties in different names but nothing is changed content-wise.
