While the attention of the society is focused on the negotiations between the Armenian National Congress and the government at the level of delegations the whole dialog process is moving to a totally new level based on the assumptions that the talks between Serzh Sargsyan and Levon Ter-Petrosyan have started long ago. And this assumption is drawn based on the statement of Ter-Petrosyan during the last ANC rally. “If in the result of free and fair elections a totally new force wins the race, including the incumbent government we will congratulate them. In the aspect of the principle perhaps it will be a bigger victory for me and the ANC than the whole electoral victory of the ANC and the taking of seats,” said Ter-Petrosyan. During his interview to Golos Armenii newspaper S. Sargsyan stated, “If the presidential candidates conduct an honest and fair election campaign, recognize the results of the voting and congratulate the winners then the people won’t think that the elections were marred.” And yesterday an RPA member Artak Davtyan said that as a result of the dialog there will be surprises. “First of all this process will be aimed at forming a new culture; a culture, which allow the lost political force congratulate the winner.” More simply said, the President said that the government accepts this rule of the game as well. Of course, it is not yet evident what will receive the ANC for implementing such a function but in this particular case this is a secondary matter. Finally if the long-run mission of the ANC is going to be the legitimization of the re-election of Serzh Sargsyan in 2013 then it’s not even essential how many mandates they will receive in the NA. It is evident that Sargsyan may also proceed with the conduct by-elections under these circumstances if there was no fear of losing the control over the situation. It is evident that the government and the ANC do not fully trust each other and they are concerned that they might be cheated by each other. By the way, let us bring up another interesting matter. The newly formed CEC composition, which perfectly demonstrates the intention of the government to rig the next elections, didn’t worry the ANC so much despite the criticism of certain ANC members. Only the step of Serzh Sargsyan to re-appoint Garegin Azaryan to the post of the chair of the CEC should have been enough for the ANC to cease the dialog with the government because the commission headed by Azaryan is the one to ratify even the by-elections. So the whole turmoil around the dialog is meaningless because it is already well planned and the delegations are even more formalizing the agreements between the leaders, which quite well process on the distance.
