Letter arrived from the depth of Moscow

In Kazan there could have been a tangible progress in regard of the NKR conflict resolution but it didn’t happen because of Azerbaijan. RA President Serzh Sargsyan stated this at a joint news conference during the official visit to Ukraine at the invitation by President Viktor Yanukovich. President Serzh Sargsyan said Armenia is sure about the necessity of managing the conflict exclusively in a peaceful way, which is based on the elements outlined in the international law and corresponding documents by the presidents of Russia, France and US. He also mentioned that during the meeting with the Minsk Group the Azerbaijani side tended to make 10 amendments, which, according to the Armenian party, are aimed at protracting the process of resolution. "At least one opportunity of resolution to the conflict is lost, however this does not mean the end of the negotiation process. It means that we lost this period of time at least until the next meeting with Azerbaijani President Ilham Aliyev," the RA president said. Sargsyan also informed that yesterday Russian President Dmitry Medvedev sent a letter to him and the President of Azerbaijan Ilham Aliyev, in which he presented the next steps of the regulation process. By the way, yesterday the foreign affairs minister of France Alain Juppe also informed about the new steps and recommendations in regards of the process. Juppe said that there will be additional proposals to achieve an agreement on Nagorno Karabakh conflict. According to Echo Moskvy, while commenting on the meeting of the presidents of Azerbaijan, Russia and Armenia in Kazan, French Foreign Minister Alain Juppe said that he welcomes the efforts of Russia, Russian president who made efforts in resolution of Nagorno Karabakh conflict in both Sochi and Kazan. “But this yielded no result which is sad. Nonetheless, as far as I know, there will be additional proposals to reach an agreement on this issue,” the French FM said. These statements are especially interesting in the light of the disappointment of the Russian President in the process. Let us recall that citing unnamed Russian officials, the Moscow daily “Kommersant” reported this week that Medvedev warned his Armenian and Azerbaijani counterparts that he will arrange more face-to-face talks between them only if they pledge to sign up to the basic principles. “The next meeting is possible only when the plan of the negotiation will be agreed upon,” according to the Russian source this is what Medvedev claimed.
