The suggestion of ANC of starting a dialogue with the government still remains on the “monologue” level. In the last few days the government, more precisely, all the possible representatives of Republican Party, have stated that that the government is not going to form a delegation in order to have a dialogue with ANC and doesn’t even discuss this issue. And if it continues like this, in the future, probably even Republican “community council leaders” will start stating this. ANC’s answer to these refusals, mildly said, is primitive; ANC representatives state that they will only take seriously Serzh Sargsyan’s personal or his proxy’s refusal. ANC’s argument, that all decisions are made by Sargsyan individually, is as well-grounded as the fact that any Republican officials of any rank cannot make any statements on their own initiative about the dialogue suggested by ANC unless there is an agreement with the highest level of the government. Particularly that those who exclude the opportunity of forming a government delegation today were very excited about the possible dialogue a week ago. That is to say, Sargsyan actually refuses Levon Ter-Petrosyan’s suggestion at least today, and, of course, it is not excluded that the government can accept it at any time. The matter is that ANC is in the state of waiting for Sargsyan’s decision, that is to say, they hope that the dialogue will finally take place. In an opposite case ANC would have at least publicized the steps they are going to take in case of being refused by Sargsyan as well. It’s obvious that in such situation Sargsyan can propose additional (non-public) conditions to ANC for agreeing to the dialogue. By the way, it’s hard to believe that Levon Ter-Petrosyan would publicize the delegation of envoys if he wasn’t sure that the government would also take such a step. And it means that either something has changed in the last few days or the government simply enjoys the “equality of rights” with ANC.
