Even if all the political prisoners are released the issue won’t be solved any ways because in Armenia the judicial system is not independent. This statement was made by the president of Helsinki Committee of Armenia Avetik Ishkhanyan during the civil meeting organized by Heritage party. He adverted to the post March 1 events of 2008 and the recommendation of the RA president to declare amnesty. “We have this issue because we don’t have a normal judicial system. Courts and the judicial power are totally different concepts. The judicial branch is the backbone of the state, which we don’t have. We don’t have a judicial branch. Therefore we don’t have a local government system either,” he said.
