Natural calamities are real momentum for pessimists or maybe something like that. That is when they appear in the center of the attention of the society. They appear then and drag the public opinion. We can find similar brilliant examples in our modern history. The 1998 earthquake of December revealed this group of pessimists. As a result the mighty public will shut down such factories as Nairit and the atomic power station. Only a few experts would dare to say that it is a fallible decision. Hardly any of them would say that instead of locking the companies and factories it is necessary to recover their functioning and modernize the devices. Nonetheless, no one would obey them. The atomic power station was just lucky because during that period we were going through an energetic crisis. Nairit till now cannot recover. We installed new systems of security in the atomic station, increased the seismic stability. But now the theme of the atomic station is still in the center of discussion of the pessimists. It’s the momentum of the pessimists again. The reason is the Japanese earthquake, more accurately the tsunami and the processes in Fukisima 1 atomic station. We are not the only ones that are scared. There are pessimists everywhere. The vision of the end of the world affects everyone. The German authorities announced about the temporary cease of the functioning of an atomic station (built in 1980). This caused confusion among the most of the experts because France has the biggest number of atomic stations in Europe. So this country should have been the first to undertake drastic steps. Many of the experts give a quite interesting explanation to the German “panic.” Unlike France next year Germany is going to go through elections. So the German Chancellor with the government cannot help considering the public opinion. That is the reason why the German authorities made a decision to shut down the stations for several months in May. Strangely enough the dates of the decision match with the terms of the upcoming elections. Well, it’s a wealthy country so the government can afford to shut down the cheap sources of energy for awhile. They will provide expensive energy to the people for several months. They will examine the security systems of the atomic stations for several months. The electorate will feel the actual threat of increase of the price of eclectic power. And that is when they will announce that the security systems of the stations are fine and the rest of the security systems have been recovered. And everything will be OK. The society will never understand that Japan had 150-250 thousand casualties in its previous 1923 earthquake. And 90 years later the number of victims is less by 10 times. And this was done at the expense of technical progress. The tough natural and climatic conditions made the Japanese resolve security issues. Now everybody is sure that after overcoming of Fukusima 1 crisis the Japanese will regulate the security systems of the rest of their atomic stations. But the momentum of the crisis should be taken advantage of. The fine tribe of the pessimists will do everything to spread fear and horror especially some of them have a concrete interest in that process. For example, first it was the Turkish prime minister Erdogan, who spoke about the necessity of shutting down our atomic station. It is a great moment to convince the world that if Japan and Germany are scared of atomic stations then the “barbarian” Armenians should be deprived from the atomic stations. Then the chair of the “all-Armenian’s” union Ara Abrahamyan gave an interview. Strangely enough he suggested that it’s necessary to conduct inspections in the atomic station and if necessary they should shut it down. It turns out that MAGATE and the experts of the Armenian atomic system couldn’t realize that they periodically need to conduct inspections in the atomic station. Now they are already informed. It turns out that the Armenian energy producing companies work in an improper manner. The reason is clear. The customer and owner of new reactors, as well as electricity generated, will be Metzamorenergoatom, and Atomstroyexport will be the principal contractor. Armenia undertakes to buy all electricity produced at commercial rates, enabling investors’ return on capital, for 20 years. Metzamorenergoatom is to fund not less than 40% of the construction, and up to 60% is to be provided by investors, probably including further Russian participation. This is an issue that doesn’t very much worry the authorities.
