The 15-point ultimatum the Armenian National Congress (ANC) issued to the Armenian authorities suggests that it was compiled at one of the centers for "color revolutions," Gagik Minasyan, a member of the Republican Party of Armenia (RPA) parliamentary faction, told journalists. The reason for his argument is that all the amounts indicated in the ultimatum are in terms of U.S. dollars. Minasyan cited one of the demands of Ter-Petrosyan, “Convert the minimum salary in Armenia to 200 dollars and the unemployment benefit to 50% of that (100 dollars) and convert the average pension to 40% of the average salary (112 dollars).” "This suggests at least two possibilities: either the 15 points were compiled at centers for “color revolutions” and sent to Armenia or they were compiled here and addressed to the centers, which is actually the same," Minasyan said. Asked to name centers for ‘color revolutions’, Minasyan said: "I do not know their whereabouts, but I well know the consequences of their barbaric actions." The authorities are not to speak to in terms of ultimatums, Minasyan said. He added that a dialogue is the only method of cooperation.
