Hranush Hakobyan said that this step will be the third in strengthening our country’s relations with the Diaspora. The first according to her, was the establishment of the Ministry of Diaspora, the second was the double citizenship, and the third will be the creation of a second chamber in the parliament which will include also Diaspora representatives, who will have their role in the management, creation of policy of our country. A bicameral parliament will have an important significance since it will broaden the commerce resources of the power. Say, if now, the power has only 131 seats to distribute, in case of a bicameral parliament the seats will become more. Moreover, this broadening goes out of the borders of Armenia, considering that Serge Sargsyan expressed willingness to allocate seats to representatives of the Diaspora in the bicameral parliament too. Minister of Diaspora Hakobyan, during her meeting with our compatriots from California, dwelt on a sensational idea. She conveyed the intention of the President of the county to make the Parliament of Armenia bicameral through Constitutional changes enabling representatives of the Diaspora to be included in one of the chambers of the parliament. The Minister of Diaspora is currently in California to meet heads of organizations of the Armenian community. In the beginning we may have assumed that this was Hakobyan’s idea, however, later we found out that the decision was made by the government. “Back in 2010 during the session of the Board of Directors of the Pan-Armenian Fund discussions took place about the expansion of the Armenia-Diaspora link and the members of the Board suggested making recommendations in this regard. This is one of those recommendations and among others it is worth being discussed. In the meantime I’d like to emphasize that the Constitutional revision is an important step and anticipates a complicated procedures. In order to make such a decision public discussions and expert-level discussions should take place,” as a response to the question of our reporter as to whether the President really has such an intention, mentioned the press secretary of the President Arman Arzumanyan. It is not hard to imagine what risks it may contain for Armenia. The Armenian parliament may include seats of other states and as it’s known being “law-abiding” citizens they first of all follow the interests of their states and only after that think about their nation. So theoretically it cannot be excluded that in the Armenian parliament of Armenia we may have special agents from other states. It is interesting to know what made the Armenian government to speak about such a recommendation, especially now on the threshold of parliamentary elections. It is not excluded that by this they are challenging the rich Armenians make investments in Armenia, which in other words means money in order to b involved in the state management. And perhaps this message is not directed as much to Diaspora Armenians than other countries. So it is not excluded that by this the government is trying to receive political support from other countries. If this idea becomes realistic a situation may be created when Armenians will have to struggle against the Diaspora Armenians for the sake of the Republic of Armenia.
