– It seems that in the political field of Armenia governmental parties are more active than the opposition ones. However, 1-1.5 years ago the situation was different. Why is it so?
– The external struggle for Armenia has drastically proliferated. The foreign forces, the US in the first place and England as well, and Russia from the other side are trying to become more influential and virtual controllers of the political elections of Armenia because our country is a very important component for the Caucasian processes and would play a great role in the competition process in the global aspect. It is also a transit for power-generating substance and cargo transportation, which has its vital role in the global competitions.
– But these power-generating substances were able to pass Armenia during the past years.
– It doesn’t matter. In this corridor there are currently two essential valves. The first one was Ossetia, which is no more a valve since 2008. Russia attained Ossetia but lost that valve. NKR still remains as such a valve. And so they are thinking about how to solve the problem with this valve.
– So the internal processes of Armenia have a direct linkage with the NKR conflict. Is that right?
– You are trying to simplify this question more but it is not quite so. NKR is one of the levers of changing relations in the Caucasus. Lastly if some problem pops out in Armenia other countries may benefit from that too. We can evidently see the intention of Russia to provide peace in this region. And Russia will do everything for peacekeeping. It means that in the communication corridor Russian tanks will be deployed. This is the entanglement of the problems, which are brought up the sides.
– Based on what you mentioned can we assume that the international players are seeing the clue of solution in the hand of the incumbent Armenian government?
– You see more activation in the governmental field. You may have hardly skipped following the last opposition rally or the last so-called opposition rally. You may have noticed certain activation around smaller groups in charge of various issues. All I mean that everything that we observe these days are connected with this tendency coming from outside. I am saying that these outside movements of the outside are comprehended in a direct manner in Armenia. The current political field of Armenia is very pragmatic. Everybody is trying to attain wealth and have control of governmental levers. But the world has far ago started to use other methods of reaching power. As we are tight asleep and don’t follow the other methods, we keep using the same old methods of reaching power. It’s very hard to reach certain goals in politics and elections with old methods. I can say that these changes have attained great velocity. And I don’t think any of the political experts would have predicted the political developments of the recent days in Tunisia, Algeria and Yemen. The political situation has become very tense over there. Today the Arabic world is exploding and is seeking for justice. One of the organizers of that is Al Jazeera, which is in the frames of Qatari government. Ad these activities are also welcomes by Hezbollah. On the other hand, it seems that the west has a positive attitude to that as well. Ours have with great difficulties attained the world mentality. They were out there to gain money and power and it suddenly turns out that this world is over. This is the problem.
– Where were the rallies mentioned by you directed from?
– Each one of the great players is trying to possess those things because they are seeing that nations are getting back on their feet. It is necessary to attain levers of control. All this exists in Armenia as well.
– Why did Levon Ter-Petrosyan and his loyalists not succeed to come to power?
– Check out what the current world does to Lukashenko. Or what the world has done to Kuchma and Shevardnadze. If at least 1% of that was done to the Armenian government then Ter-Petrosyan would succeed. But would this government bring the actual change to life or the philosophy of life would stay the same and Armenia might have entered into a new phase of crisis? It can be compared to the current situation in Bulgaria and Greece. We should have taken the route of systematic change. The ANC shows slight change. There are also smaller groups but these changes are not global or drastic. They contain certain tempering elements but don’t cause serious change. Despite the absence of fundamental change certain prerequisites are created.
– Will there be fundamental changes in Armenia if the world wishes so? Is the current situation of Armenia in the interest of the world?
– Today the world is very integral and the outer world affect Armenia a lot. But it doesn’t necessarily mean that the changes are connected with that. No matter what quality is demonstrated the outer world will take that into account. One of the fundamental issues of Armenia is the following. This will cause a big tension and tragic processes due to internal factors, as a result of which a new Armenia will be born. Secondly, finally there will be groups, which will be able to handle this transformation. Americans are currently implementing transformation here. They are relying on the candidates and power, on which they can rely by importing their philosophy to Armenia. And they are trying to form the political life of Armenia based on such people. In order to fulfill their goals they are trying to rely on such methods. The giant embassy, which they have built, is supposed to work with a giant substance. And this American Armenia is the reserve of America because Armenians have a great potential and is a very effective tool to participate in various functions of the world.
– Do you think the conflict between the Republican and Prosperous Armenia parties is realistic? Or is that just a game in the governmental field?
– We should go up a little bit and examine the relations from that angle. There is the Putin-Medvedev competition in Russia but I’m sure that nothing like that exists. When certain people agree on global swindling it should be very close to reality in order the people start to believe that. If the two of them agree on something nobody else knows anything about that agreement. The RPA and Prosperous Armenia are sincere in their actions. And in this case we shouldn’t limit us by only the boundaries of Armenia. I think they have the agreement in Russia as well but they agreed to play the game in a way, which would make Obama the loser of the game.
– What was the transformation of the US expressed by in Armenia?
– You may take the list of statesmen and examine how they change all the time. People change their parties all the time and old politicians once again appear in the parliament. Try to find out the ones, who write laws in Armenia. I don’t mean the people, who make money. There are a few of them.
– The NA mostly adopts the bills submitted by the government.
– You should know the ones, who write these laws, what the logic of these laws is and what field is established in Armenia by these laws.
– It is known that the bills of the legal sector are submitted by the ministry of justice or the prosecutor-general’s office and the police. The economic bills are prepared and submitted by the ministries of economy and finances or some other structure.
– Try to go a little deeper to find out who exactly writes those. The musicians that I know used to tell me that we prepare musicians, who are in great demand in Europe because they have the highest level. Now why would they try to import their educational system here? Are they trying to lower the level of our education and bring it close to their low level? And so they are trying to annihilate the whole educational system. We should be able to understand all that.
– And where are the changes of the Russian Federation noticed if not to count the ownership of our power sources and the prolongation of the Russian military bases?
– In 2007 Russia made sure that the RPA wins the elections and not the Prosperous Armenia. The results of the elections were rigged for that purpose. We are used to speaking about the rigging of the opposition votes. All that happened in order to provide the current proportion and composition in the parliament. According to the Russian Federation they needed a pro-Russian party to win. What is the current pro-Russian force in Armenia? It is the Prosperous Armenia Party. And now Russia is struggling for the Prosperous Armenia to win. For a moment Russia evaluated that as it has border troops, gas and infrastructures in Armenia then they have Armenia in their hands. I don’t know for how long we will have the support of the west. If the support grows the Armenian people may shift to the west similar to what happened in Georgia. Russia will change its policy too because it wouldn’t make sense to continue in the same way if the people are not with you.
– Is it possible that in the next elections the Prosperous Armenia may become a ruling party?
– So far in Armenia the political forces are more or less balanced. I have already mentioned that the influence of the west is pretty immense and it also grows. Indeed this balance is violated now. If till 2013 these moods are maintained the Russian influence will be imperceptible and will even approach zero. But as everything is balanced right now Russia may have a great influence. The issue of Armenia for Russia is not merely the issue of Armenia. It also speaks of the fact whether Russia can exist in the region or now. Russia has two factors that currently play a role in the world. One of those is the nuclear weapon and the second one is the power-generating substance. If the nuclear weapon only has a protective importance then the power-generators are levers for Russia. By snatching the Caucasus they are snatching the weapon of power-generators from Russia as well. The issue of the Caucasus is a vital issue for Russia.
