We need to move them to a new residence

Many are starting to pay attention to the issue of moving the people of Karabagh to new residencies. Recently, during a press conference, president of the National Assembly of Karabagh Ashot Dulyan said that instead of debating the issue of the liberated lands, we should be thinking about moving the people to those territories.

According to head of the Migration, Refugees and Moving to New Residencies Department of the Karabagh government Pavel Najaryan, this project had to be implemented a long time ago-more actively than now. “I think that we need to widen the spectrum of rehabilitation, but of course, not only through the financial means provided by the state. Rehabilitating Karabagh must be in the center of attention for all Armenians and we need to take action so that we can rehabilitate at least 1000 families a year.”

For a couple of years now, Karabagh has been implementing both state rehabilitation and with the help of sponsors. Basically, rehabilitation is not only important for us, but also for some of our compatriots living in the Armenian Diaspora. It is with their help that there are houses, schools, medical centers and roads being built in Karabagh.

The Knaravan village of the Shahumyan district has been founded thanks to the sponsors. Ten houses have been built in the village. This year, according to the head of the department Pavel Najaryan, construction of the village of Norashen in the Hadrut district has begun thanks to the benefactors. It is foreseen to build 20 homes in the village and currently there are 6 families living in the village.

This year, there are more than 100 families living in the family and most of them have been provided with homes through the means of the state. The rest of the homes are under construction and constructors will finish up 92 homes by the end of the year. Along with the construction of homes, there are also schools, village councils and medical centers being constructed. We also found out from the rehabilitation department that the state plans on rehabilitating nearly 200 families and build 150 homes during the year 2006. According to Pavel Najaryan, the projects will be implemented with the help of sponsors and there are major prerequisites for that. We all know that the state provides 6-8 million drams for building homes (6 million for a two bedroom house; 8 million for three rooms). The constructors face some difficulties when building homes because the state fixed prices for materials do not correspond to the market prices. We can see that it is not so profitable for the constructors to build homes with the money provided by the state. That is the reason why the constructors, according to the head of the department, do not take on the responsibility of completing the construction works. “We will change some prices this year in order to not have any problems,” said P. Najaryan.
