“If that mission comes and wants to see the real situation, they will find out that most of the liberated territories are mostly populated by Armenian refugees from Azerbaijan, who live there with maximum normal life. And if they don’t ignore the human principles, they will appreciate it,” said Alexan Hakobyan to our newspaper, who has governed the administrative district of Karabakh’s Kashatagh (Lachin) when commenting on the monitoring mission of the OSCE. “In the regions of Kashatagh, and the former Ghubatli and Zangelan, in Karvachar, which is a part of Shahumyan region, are the places where the Armenian refugees from Azerbaijan live. The satisfaction of their human demands is the issue of not only the people of Karabakh, but the entire world as well. If this group does that, we will say that they are honest, if not, we will say that they are not honest. There are such people both in our country and in the West as well,” said A.Hakobyan, who perfectly know the situation in the liberated lands and the conflict. Concerning the re-populating project of the liberated lands he said that till 2003 active work was being done, but after that time their attitude changed. “In 2003 it became clear that a UN monitoring mission would come, which came in the beginning of 2005, and there was a rapid change of approach by the authorities of Karabakh, which was definitely agreed with the Armenian authorities,” said A, Hakobyan, and connected it with the issue of Robert Kocharyan’s legitimacy. “I think it is strongly connected with the issue of Robert Kocharyan’s legitimacy after the elections of 2003, and as a result of that the positions became weaker in relations with the partner countries and international community,” he said. According to him, as a result of that the most important point in the issue of the conflict settlement is the issue of the allocation of military forces. “All the rest, notwithstanding their importance, are secondary issues.
