This three-story mansion built in Kanaker-Zeytun community, which is located at the address of Babaya 2/17 street, belongs to NA MP, RPA member Vahe Hakobyan. Recently a resident of that community Zaruhi Hakobayn from the address of Cholakyan 2nd street, house 30, called the 168-Zham newspaper by trying to restrain the attempts of the NA MP V. Hakobyan. In 2007 Hakobyan had bought approximately 3000 square-meter land from the residents of that address. It’s been three years that the MP is building a mansion, where as we mentioned a three-story building is being built (with a closed pool and other auxiliary premises). However, due to this semi-built mansion the windows installed on the right side of Hakobyan’s “palace” have fully violated the privacy of Zaruhi’s family.
“There has been a preliminary project, according to which three meters far from his wall there were going to be small windows, which wouldn’t violate the construction norms and neither those would disturb us. But come and see the huge windows that Hakoyan has installed. It means that he has tried to enter into our life, my family and privacy and the windows are over 1 and a half meter high,” says Ms. Zaruhiby pointing to the windows of the MP. According to her during three years, as a result of various complaints and requests Hakobyan has changed the project three times but as a result built what he had intended to build. This was by the way considered an urban breach. “Last year, from the RA Prosecutor’s Office people have visited and ceased the construction of the building. They come, cease the construction but after some time the MP continues the construction… So the same thing happens over and over again. We are tired of writing applications to the state bodies.” Thus, as a response of various letters the city council of Yerevan in February 2009 Z. Hakobyan received a note, according to which the construction was allowed to continue but without the installation of windows. “The city council of Yerevan has examined the application letter of Babayan 2/17 street and your letter sent to us by you. We are informing you that V. Hakobyan was given the permission to build his house at the mentioned address and on December 13, 2007 the project was approved with the code 02/18-05/1-Ð-3192-1287, however, he’s not allowed to do any openings on the façade,” this note was signed by the head of the bureau of construction and urbanization of the city council of Yerevan A. Kasaryan. “Thus they are doing illegal actions in front of our eyes. They build what the mayor doesn’t allow but we cannot prove the opposite,” says Ms. Zaruhi, whose letters addressed to the Prime Minister, the RA NA Speaker were also sent to the city council. The acting head of the same bureau of the city council A. Lalayants with his note once again confirmed that the actions of the MP are illegal. “According to the consented project during the construction period Hakobyan submitted a project, which was approved. According to the project there are no windows on the façade and there are no openings.” Later Mr. Lalayants persuades Ms. Zaruhi to send her complaints to the construction control department of the city council. And all the complaints of Babayan 2/17 house should be sent there. Ms. Zaruhi received this letter in November 2009. And so while these letter-complaints are circulating from one department to another Hakobyan continues constructing and ensuring that he’s done as soon as possible. “You know, I am afraid for my children. Let them not think that I am a coward woman. I will apply all the necessary tools to protect my rights and legality. I don’t care if that’s an MP or anyone else. He arrived here from Kapan, bought land. Good job but we shouldn’t let him violate the rights of others. My family has loved here since 1944. They have been among the heroes of Zeytun and have done a lot for the community. And so today an NA MP has become the hero and is trying to walk on the real Zeytun resident. My demand is that he doesn’t install these big windows from the side of my house. I don’t want anybody to enter my home. It is a legal demand that our legislator is violating now. One time his bodyguards called my son and threatened by saying that calm down or we will deprive you of your bread. They are capable of everything. They are looking for something to involve us in a fight. When he was starting the construction he ensured me that he wasn’t going to have any windows from my side. So he was telling a lie. I agree let him install small windows but not huge like those ones. Check out in how miserable conditions we live in. We have sons, soon if we can afford we should rebuild the house, expand it as we have enough land. In that case he will not let us do that by saying that we are closing his view.” By the way if the first two letters of the city council forbid the installation of the windows then according to the note form another department of the city council they are allowing the installation by defining that there is no illegality due to the conducted survey and examination. It turns out that according to the project windows are forbidden. The experts conduct examinations on the spot and state that there are no windows but our cameras fix different. And we can see huge windows. We also talked to the NA MP, RPA member Vahe Hakobyan, who indeed ensured that he’s a man of law and that his actions fit in the frames of legality. “I have all the documents connected with the construction of the building. All these documents were given by relevant bodies. The windows were planned in the project and I didn’t violate any law. And Zarik grandma is indeed a good woman. I just don’t understand why she has to say such things. I quite understand because she wants me to buy her land but she demands twice the price. And I don’t buy it.” We informed Hakobyan that we have notes from different departments of the city council of Yerevan, according to which windows are not anticipated. “Who cares about your city council…? I can show hundreds of such papers myself. I am repeating. I didn’t violate anything and the construction is done by a licensed company. You better advise Zarik grandma to go to court if she thinks what I am doing illegal construction. Let them come and break those if I am wrong.” Hakobyan all the time repeats that if there is a violation let them break it. And the violation is apparent and Zarik grandma is made by the MP to sell her land at a cheaper price. Ms. Zarik realizes all this and is ready to use all the tools to protect her right even if the back up of the MP is his father – the owner of Zangezur Molybdenum factory Maxim Hakobyan.
