The most important question

26/06/2010

The incident in the end of last week in Karabakh’s Martakert region, which took the lives of four people, in fact continued the next day too. According to the information of the defense ministry, there were shootings at the border in many parts of the border of Karabakh and Azerbaijan. Officially the parties are accusing each other and claiming that this is a provocation against each other. Even though these are not rare cases, this last incident generated rumors about the possibility of a new war. Even the representative of the European Union in South Caucasus Peter Semnebi announced that as a result of the recent incidents the situation may go out of control.

In this condition a question originates, which is how well Armenia is ready for a war. The question is not about the fighting brave soul, moral readiness and braveness, even though it is very important too. Unlike the inner conflicts and lack of solidarity in the society, everyone will stand above the narrow group interests and will stand for the country and will protect their land. This question is about the political resource, Armenia’s political resource in the international relations, which is not in favor of Armenia judging from the processes during the past two years. Peter Semnebi’s announcement shows this too, namely, concerning foreign minister Edward Nalbandyan’s announcement about provocation on part of Azerbaijan he said that “careful selection of words definitely will be helpful for creating necessary conditions for negotiations.” It means that the discussions and debates about war and Armenia’s readiness for this war will not be in the context of military potential only and comparisons of the armies. On the other hand, another question is whether the time will be enough for that.
