It is impossible to determine anything without the full participation of the NKR especially if it’s anticipated with the mandate brought up by the OSCE Minsk Group mandate. The foreign affairs minister of Armenia Edward Nalbandyan spoke about this during his interview with the Nezavisimaya Gazeta. “The people of the NKR should decide with their free will the status of the NKR. This is the cornerstone of the NKR conflict resolution. The co-chairs of the Minsk Group have numerously spoken about the necessity of NKR’s participation in the negotiation process. Let me remind that in 1994 the treaty attained with the support of Russia was also reconciled with the Karabakhi side and they have put their signature. Without the NKR participation and signature no agreement can make sense,” he said.
