One month ago upon the start of the six-week period of inner political discussions on the topic of the Armenia-Turkey rapprochement ANC representative David Shahnazaryan promised to tell through the media about the solution how to go out of this situation and he assured that it would be hard to reject his idea. Yesterday Mr. Shahnazaryan referred to the fact that the protocols contain two risks connected with the commission of historians and linking the conflict of Karabakh with the issue of developing relations. He developed a suggestion consisting of two points. Thus, Mr. Shahnazaryan suggests the parliament to adopt a law before ratifying the protocols to ban any government officials from participating in any discussions, which would draw the fact of the genocide under question. It would help to create a balance to the 301 article of the Turkish criminal code, which does not let any Turkish official even to hint that the events were genocide. According to the second point, he suggests the parliament to ratify the protocols according to the international law with the precondition that if the Turkish parliament fails to adopt the protocols too, for example within two months, the protocol ratified by our parliament will not be in force any more. He believes in this case the Turkish parliament will either have to step back and refuse to ratify the protocols or will have to separate the issue of Karabakh conflict form the issue of the relations. “It is time for Armenia to be independent in its policy but not to follow the processes,” said Mr. Shahnazaryan and assured that the government would not find any reasons to disagree with his point. By the way, Shahnazaryan says these are not the ANC’s but his recommendations. “If they don’t accept my recommendations, it means they have an agreement to link the issue of Armenia-Turkey relations with the conflict of Karabakh,” said Mr. Shahnazaryan. Indeed it is hard to disagree with him.
