“The ad hoc has discussed the issue of announcing state of emergency on part of ex-president Kocharyan and the activities of law-enforcement bodies resulted thereafter. The ad hoc should discuss whether the state of emergency was announced in time or it was late. I have my opinion, which is that I think it would be better to announce state of emergency sooner. In that case the results might not be so tragic,” said the head of the ad hoc looking into the events of March 1-2 Samvel Nikoyan when commenting on the upcoming report. In order to understand how the mentioned report will be like it is enough to hear the opinion of this person, who says that Kocharyan’s order to declare state of emergency was lawful. “It is another issue to discuss the duration of this state of emergency or the media’s independence issue. However if from time to time some provisions thereof were weakened, I think that the ad hoc does not see any problems with the lawfulness of the president’s decision to announce state of emergency,” said Samvel Nikoyan.
