It seems that the government of Armenia has over years tried to convince the Armenian society of the possibility of giving back the liberated territories to Azerbaijan, which have been liberated at the expense of the blood of Armenian warriors. Moreover, there were rumors about the fact that the return of the two regions Shahumyan and Getashen was almost forgotten. The society was convinced to the loss of these territories. It means that the presidents of the US, Russia and France have long ago known about the possibility of the return of the 5 regions of the NKR during the G8 meeting in the Italian town l’Aquila on July 11. But the statement of Obama, Sarkozy and Medvedev caused new discussions and analyses. Judging from the optimistic speeches of the president of the country Serzh Sargsyan and the foreign affairs minister Edward Nalbandyan, who claim that the resolution of the NKR conflict stipulates compromise on part of both Armenia and Azerbaijan we get sure that as William Saroyan used to say, death would make an exception. This means that the society didn’t wish not to trust their government due to national security and national interest purposes. Moreover, we mean all three presidents of Armenia, who have at different occasions blamed each other for bargaining the NKR conflict. The incumbent president is Serzh Sargsyan and one of the political forces, which are against his foreign political course gathered in the capital of the NKR Stepanakert to discuss the Armenian-Turkish relations and the NKR conflict resolution. The pan-Armenian forum left a certain impression. It was organized by the high support of the president of the NKR. The forum hosted Armenians, who visited from 25 countries. The number of delegates equaled the number of the NA MPs without Khachatur Sukiasyan. The pastor of the Artakh branch of the Armenian Church Father Pargev also honored the forum with his participation, which means that he at least agrees with the final statement of the forum, which was delivered at the end of the event. It was interesting that the high-rank leadership of the NKR sponsored the event organized by the ARF, which deflected from the government coalition. And the ARF deflected from the coalition as it had basic contradictions with the policy conducted by the RA government, especially with the Armenian-Turkish relations. The recent events also come to prove that the ARF also has drastic contradictions with the RA government relating to the principles of the NKR resolution. It is also interesting that during the forum the joint statement of the presidents of the US, Russia and France was made. Obama, Medvedev and Sarkozy were convincing the presidents of Armenia and Azerbaijan resolve the NKR conflict as soon as possible and complete their agreement on the basic principles of the resolution related to the basic principles of Madrid agreement. The RA foreign affairs minister Edward Nalbandyan rushed to welcome the statement of the presidents and deserved the condemnation of the political forces. During the forum the Dashnaks even threatened to discuss the issue of Nalbandyan’s resignation. However, it’s worth recalling that both the foreign affairs minister and the prime minister state that their steps are reconciled with the president. It means those steps are fully agreed with the president of the country. Serzh Sargsyan is also the president of the ARF. Perhaps after Vahan Hovhannisyan, he is the president, who was at least reluctantly congratulated by the ARF after the presidential elections. It means that by claiming the resignation of the foreign affairs minister and acting that they don’t know whose orders the foreign affairs minister fulfils the ARF doesn’t conduct a very honest policy. As of the upcoming meeting of the presidents of Armenia and Azerbaijan in Moscow the political scientists are sure that the NKR will still remain as an unsolved conflict for a long time. They are also sure that the Madrid principles will only remain as historical principles and will not be applied in practice just like the resolution adopted by the ARF in Stepanakert on July 10-11.
