“The culmination of ballot stuffing was mostly within 5-6 and till 8 o’clock. At that time the vote riggers wouldn’t pay attention whether there were international or domestic monitors at the precincts. They’d come in and stuff ballots. Those were obvious cases of vote rigging,” yesterday stated Amalia Kostanyan, head of the Transparency International Organization, who observed the May 31 elections. She added that after the completion of the voting the violations would still continue. “The percentage was so cynically matched with the preliminary agreement that they’d not be ashamed of the presence of domestic and international monitors. I really cannot find words. I am sorry that we appeared in such an abyss. We are not on the edge; we are inside the abyss,” mentioned Kostanyan. The Transparency International together with the Helsinki Citizens Assembly of Vanadzor conducted a monitoring mission in all the 33 precincts of district #8 of Malatia-Sebastia community.
