The routine of the leaders of states is perhaps one of the most interesting topics. It’s a topic which years after a cultural analysis. For the Soviet citizen the etalon of a leader was Lenin. The average people would expect salvation and solution of issues from him. At that time there was no need for an Ombudsman’s position. The job of the country’s leader was to protect the needs and interests of citizens. Everybody was struggling for this common good from educated ones till the illiterate ones. Our poetess has a very appropriate poem, where she explains how every night when everybody is asleep Lenin gets out of his mausoleum. He goes out, walks in every factory, checks devices and lathes. This means that in the public mentality the leader of the country always worries about the good of the country and takes care of the problems of the people. This is the public understanding about the leader; however in reality everything is a little more different. Or in other words the mentality doesn’t match with the reality. If you remember this winter a part of Europe was cold. And the other part was scared. Due to the contradictions of Russian-Ukrainian relations the transit gas wasn’t reaching Europe. Ukraine was also among the freezing countries. The population of the mentioned country was also following the news. They were following to find out as soon as possible the results of the negotiations of leaders. But according to official information during those cold days the president of Ukraine Victor Yushchenko had some other things to take care of. He was thoroughly examining a very important law. It was a law that had to regulate the safety of the birds, which fly above the territory of Ukraine. The safety of the birds is incomparably more important than the conditions of people. How can the leader abstain from the key issues and worry about some tiny issues like conditions of people during the cold. The same situation was in Armenia on March 3. The financial system of Armenia was shaking. The journalists were not able to find anyone responsible for the created situation to receive appropriate information. Of course the official information told us what the leadership of the country was doing on that day. For example, president Serzh Sargsyan received Kirsan Ilyumzhinov. They discussed issues of development of chess. (from the side it had to mentioned that for the first time the state campaign machine Haylur started its release without Serzh Sargsyan’s material). If you doubt you should read the official information of the day about what the prime minister of Armenia was doing on April 1. Yesterday the prime minister of the country participated in the launch of the space reception station. One or two days ago the ministry of finances of Armenia publicized the status of January-February of the state budget for the current year. To be short this publication was really sad. During the past two months the government failed its own program proposal. The revenue part of the budget was succeeded to be fulfilled by 46% and the expenditure part of the budget – by 50%. But these small issues shouldn’t deflect the attention of the prime minister. The launch of the space station antenna is a more important issue because from now on it will be possible to receive accurate information about the territory of Armenia due to this technological investment. We may assume that from now on the territorial division of the land will be done more efficiently. This is exactly similar to the violin player of Triangle movie, when they’d say that by science it will be possible to play violin. It is another issue to what extent it is efficient to deploy such a space reception station in conditions of crisis.
