OSCE co-chairman Matthew Bryza said that signing of a resolution concerning settlement of Karabakh conflict failed in Helsinki because of Russia. “Two co-chair countries of the OSCE MG came up with an announcement concerning settlement of Karabakh conflict. A political resolution concerning that issue was failed mainly because of unjustified reasoning on the part of Russia,” said the American diplomat in his interview given to APA news agency. Matthew Bryza reaffirmed the French co-chairman’s statement that concrete suggestions were presented to the foreign affairs ministers of Azerbaijan and Armenia in Helsinki, which was a “technical document”. Fasier also said that together with the mentioned document the foreign affairs ministers were also provided with a timeline, according to which the parties shall come to an agreement on the main principles of the conflict settlement till mid 2009. “The Minsk Group co-chairs jointly developed ideas concerning the ways how the principles of Madrid can comply with the interests of the parties. However I can’t inform details about it yet”, said Bryza and added that there is no specific timeline for a meeting in participation of the Armenian and Azeri presidents. He says he hopes that such meeting will take place during the coming weeks.
