Karabakh’s status within the territory of Azerbaijan can be defined only after the representatives of the Azeri community of Karabakh return there,” he said and added that the conflict should be settled through phases. “As Azerbaijan has announced for many times, in the first phase the Armenian troops should be dislocated from the occupied lands, and refugees should return to their places,” announced Ibrahim.
