OSCE special representative Goran Len Marker was in the National
Assembly yesterday and met with Vahan Hovhannisyan and later with
Arthur Baghdasaryan. In response to journalists’ questions concerning
the current stage of the Karabakh conflict regulation development he
said: “Now there is a golden chance to make progress in this
development, which will be more clear after the elections in
Azerbaijan. In this current stage both parties bear equal
responsibilities for undermining or progressing the negotiations.” In
response to the question concerning his opinion about the announcement
of Youri Merziakov, that the Group of Minsk could oblige the main part
of its responsibilities to the newly established commission of EU,
Goran Len Marker said: “I don’t think so. On the contrary, I think that
the Karabakh conflict negotiation regulation can be conducted only
within the Minsk Group. And the other organizations, including EU and
NATO, can only support this negotiation process. There is no other road
to take in solving this conflict”. Len Marker noted in one of his last
statements, that one of the Karabakh conflict solutions could be
uniting Karabakh with Armenia. In response to the question about how he
pictured the mechanisms for that, he said: “Now, I don’t want to
interpret what I have said, it is not correct, because in any case, the
authorities of the two sides each have the last word.”
