Ombudsman of Armenia Armen Harutyunyan has submitted a written draft of 21 recommendations of amending the electoral law to prime-minister Tigran Sargsyan and the head of the NA standing commission on state and legal affairs Davit Harutyunyan. This draft of recommendations also includes a provision concerning the procedures of campaigning through mass media. “In consideration of the significance of campaign through mass media and the results, and in consideration of the importance to preserve the rules of pre-election campaign, we think that TV and radio companies should be deprived of their licenses not only for violations after two financial penalties during one year but also for committing violations after one financial penalty during one year if such violations are violations of the established manner of pre-election campaign. Besides that it is possible that in fact the commission on TV and radio does not take any actions to punish the companies in case of violations. In such cases the candidates will have the right to apply to the administrative court to bring a case against the commission for inactivity,” said Harutyunyan.
