The observers from the OSCE met with candidates for the Central and
Arabkir district chief before the district elections, which took place
on September 25. The meeting with Central district chief candidates
Ruzan Khachaturyan and Gagik Beglaryan left a good impression on the
observers. The reason for this is that Gagik Beglaryan greeted his
opponent Ruzan Khachaturyan with a bouquet of flowers and a big hug.
According to our sources, Gagik Beglaryan hugged Ruzan Khachatryan so
long that the OSCE observers got a chance to capture that moment. In
addition, Gagik Beglaryan gave his dissertation about the districts to
Ruzan Khachaturyan as a present and even signed the book.
