Negotiate or not?

Two days ago NA MP Victor Dallakyan submitted a proposal to the National Assembly and offered the political forces to negotiate about it.

Dallakyan made a proposal on overcoming the difficult situation that was formed in Armenia after February 19 presidential elections. Of course the MP hasn’t targeted his proposal for concrete forces but in fact it is targeted for Prime Minister Serzh Sargsyan and Levon Ter-Petrosyan. Perhaps it is targeted for Sargsyan because the implementation of the proposal depends on the future government and especially the president elect of Armenia. And now Dallakyan is offering to create an ad hoc commission to examine the events of March 1-2 and present those to the Parliament. He offers the president elect to issue amnesty to the persons, who were not directly connected to the violence, try to re-open the A1+ and Noyan Tapan TV channels, provide coverage for the opposition on Public TV, create a political council, where parliamentary and non-parliamentary forces will be represented. As a new situation is created in the country after the elections he offers to conduct extraordinary parliamentary elections and make a series of changes in the Electoral Code of Armenia. One of the changes is to apply a 100% proportional system during parliamentary elections and form balanced electoral commissions, where the opposition and government will have an equal number of representatives. Dallakyan also offers to make changes in the Constitution, make the institute of governors electoral and make Armenia a Parliamentary state, where the President will be elected by the Parliament. The MP offers to conduct all these changes on the basis of consensus with the parliamentary opposition and involving the non-parliamentary forces in the process. On those days ideas were heard from both the governmental and oppositional camps, according to which only negotiations can help to overcome the current plight. However, neither of the sides has made any practical steps. “I think that the people, who refer to a political dialog and to solving this tense political state only through political methods, must offer certain themes. I have tried to present a few points of such themes,” says Dallakyan. During the last days, opposite opinions were heard from both of the camps, according to which there is no need to cooperate under the current circumstances. But Dallakyan not only finds the negotiations necessary, he also offers a concrete theme for that, “There are two options of solving the issue – repressive and political ways. The first one in my opinion is unacceptable and non-perspective, which cannot bring to any positive outcome. The repressive way implies restriction of the current legislation. For example, the last revision of the law on rallies, protests, meetings, etc. I find it unacceptable. That is not the right way. I am the supporter of moderating and pacifying the current political situation of the country. Both the government and the opposition must realize that they are on the ship and are sailing together. A paradoxical situation is created in Armenia. In my opinion both Sargsyan and Ter-Petrosyan realize the inefficiency of the current situation. Perhaps the history dictates those two politicians to resolve the problem,” says the MP. The MP finds his proposal important for the resumption of negotiations and an extremely key theme. Of course, he also finds that the negotiating sides may find appropriate some provisions of the proposal or add their own ones. The parliamentary opposition – the Heritage faction, is already familiar with Dallakyan’s proposal. Heritage MP Stepan Safaryan said that he finds all the provisions of the proposal quite acceptable for them. He even added that the proposal of his colleague is fully sufficient for the current stage. Yesterday was the Q&A session with the government at the National Assembly. Ministers as well as the Prime Minister of RA Serzh Sargsyan were present. Another MP of the Heritage, Armen Martirosyan, who was wounded on March 1, asked Sargsyan whether he was familiar with Dallakyan’s proposal and what intentions he had in that regard. The chair of the Session, NA chairman Tigran Torosyan offered to submit the questions in a written form and wait for a written response. But Dallakyan is sure that relevant steps must be made to overcome the current situation. “I have never had any inclinations to state final truths. If my proposal deserves the approval of political forces I will be very satisfied. It is obvious that after the prominent and tragic events of March 1-2 our people, our fatherland, our opposition, our government and the whole image of Armenia suffered. It is unacceptable not to see all this and avoid undertaking certain measures,” said the MP.
