The interviews of foreign relations minister Vardan Oskanyan have
two common things. First, it is clear to everyone before the interview
what the foreign affairs minister is going to announce. And the second
thing is, that Vardan Oskanyan makes announcements, which at first seem
to be patriotic, which later can be a reason for international
scandals.
And, for instance, if we take the ideas of Mr Oskanyan about the
Karabakh conflict and international terrorism and take out of the last
interview, we will have to not only listen to the answers to
non-standard questions, but also we will have to present it in a way,
that will prevent Armenia from diplomatic shame.
Vardan Oskanyan, as usual, didn’t tell anything new about the Karabakh
conflict negotiations. Concerning the meeting in Kazan, which was
considered as “a meeting without any results by the press of the
international diplomatic field, Oskanyan, as usual, said: “This meeting
gives an opportunity for conitnuing the works of the foreign affairs
ministers”. And as for the announcements of the president of
Azerbaijan, Oskanyan doesn’t consider them serious. Concerning the
questuon, that how could his limited optimistic approachment be
compared with the announcement of the president of Azerbaijan ,
Oskanyan answered: “We are not in a blind alley: the presidents
appreciate this meeting. And I, taking into accound the order to the
ministers that was made in the presence of everyone, think that this
meeting was positive and the negotiations will continue”. And with this
sentence the minister closed the interview about Kocharyan-Aliev
meeting and the Karabakh conflict negotiations.
The opinion of Mr Oskanyan about the regional developments was alsо
sensational. Particularly, concerning his answer, that whether he has
the same opinion, that Armenia can develop more 100 years without
solving the Karabakh problem and raising the blockade, the foreign
affairs minister said: “Khars-Gyumri-Tbilisi railway doesn’t operate
because of the wrong policy of Turkey”. Probably Vardan Oskanyan this
phrase wanted to say with, that in case of the presence of this railway
there is no sense to make investments for a new railway construction.
Probably Vardan Oskanyan knows better than we do, that this kind of
investments are made not taking into account the economical
effectivеness, but taking into account the political benefits. But the
next announcement of Mr Oskanyan was more sensational, which can be
considered as an attemt to make interventions in the domestic affairs
of other countries. Reminding, that the US renders assistance to South
Caucasus countries, Mr Oskanyan announced: “Georgia and Azerbaijan
don’t have ethical right even to privde the resources from their own
bugdets for meaningless projects. Otherwise these countries mustn’t be
rendered international assistance”.
Just like this, neither more nor less, but the minister of foreign
affairs of Armenia “takes the responsibilities” of the prime-ministers
or the economy ministers of Georgia and Azerbaijan. But don’t think,
that Oskanyan makes this kind of announcements only by his own. Noway.
Vardan Oskanyan just worries about the narrowness of the international
resources. Our foreign affairs minister is right. Why should the
international countries pay their doctors and teachers less in order to
save that money and give to other countries for a nonsense railway
construction? I think, that the authorities of the Wrold Bank and the
International Monetary Fund will use the advise of our foreign affairs
minister and will think on distributing the international resources.
The announcements of Vardan Oskanyan are very national and fully comply
with the current situation of our foreign relations. At the same time,
we are sure, that Mr Oskanyan knows what kind of results this kind of
announcements may have very well. Just he has no other way. Either he
must serve the slogan of “Armenia – from the sea to the sea”, which has
become a basement of our policy already, or must resign. And if Mr
Oskanyan didn’t resign after the events with his son (as it was written
in our press in the scopes of PR), this means that his choice is the
first option.
As for the announcements of our foreign affairs minister about the
budget expenses of Georgia and Azerbaijan, it is worth to mention, that
not our neighbours are the “outpost” of a strategic partner, but the
country, in which name vardan Oskanyan is going to make a speech at the
stand of U.N.O. in two weeks.
