After the unproductive meeting of Kocharyan and Aliev in St. Petersburg, some people in Azerbaijan say that there is a need to put the country on a war footing and reestablish the territorial integrity of their country by military means. However, there is no reason to worry. The authors of those announcements are the Azeri oppositional powers, which have as much influence on official Baku as our oppositional powers have on our foreign policy. Nevertheless, if the parties don’t realize any improvements in the negotiations during the coming years, there may really be a danger of war. In any event, if the parties fail, we will definitely be the one to start the war.
