Leader of “Heritage” party Raffi Hovhannisyan addressed a letter Wednesday to Chairman of the National Assembly Tigran Torosyan, in which it is particularly stated:
“Based on the requirements of the Constitution, the first session of the fourth convention of the National Assembly still has not taken place. Until now “Heritage” has not received an invitation to that session and other details, as a legal state ought to do. In addition, the Constitutional Court is currently examining the issue concerning the validity of the National Assembly elections and must give its final response before June 10. Based on these arguments, “Heritage” is informing you that it will not participate in the National Assembly sessions until the above-mentioned issues are solved,” as stated in Hovhannisyan’s letter addressed to Torosyan.
“Heritage” didn’t plan on participating in the ceremony of the handing of deputy mandates to the newly elected parliamentarians. According to “A1plus”, Tigran Torosyan had a telephone conversation Wednesday with Raffi Hovhannisyan, and sent him a letter where he clarified that Hovhannisyan’s letter was addressed to the wrong person, because the Chairman of the third National Assembly has nothing to do with the issues concerning the fourth National Assembly and that there is no custom of inviting or notifying factions to come to the first session of the newly elected parliament in Armenia. Besides that, the Constitution and the National Assembly rules and regulations define when the session will take place. According to Torosyan, there is nothing that conditions the issue concerning the invitation to the first National Assembly session, including the issues being discussed in the Constitutional Court. Thus, the requirement of the Constitution and the 34th article of the law of the National Assembly charter is the convening of the newly elected National Assembly’s first session in the defined time and participation of deputies.
“The explanations cannot serve as a basis for not participating in the activities of the fourth National Assembly session,” says Torosyan.
