The discussions on the fulfillment of the requirements of Azerbaijan in PACE took nearly one hour during which the Azerbaijani delegates accepted the observations made by the speakers and tried to throw the entire blame on Armenia which, according to them, “has occupied 20% of their country and has left nearly a million people homeless”. So, it is natural for the Azerbaijani delegates that 25% of the people are poor, corruption levels are on the rise, human rights and freedom of speech are violated and free meetings are prohibited because the Karabagh conflict remains unsettled, and, as a matter of fact, in favor of Azerbaijan.
According to “A1+”, although Azerbaijan is fairly criticized in the report, the formulations on the section on Karabagh are not pro-Armenian. Leader of the Armenian delegation and National Assembly chairman Tigran Torosyan tried to correct one of the formulations, but his proposal was denied. The reports of Henkeli and Lloyd, who were the speakers on the fulfillment of Azerbaijan’s PACE requirements, were accepted with minor changes, of which most of them were written by the Azerbaijani delegates.
