Yesterday member of “Dashink” party board Andranik Tevanyan said concerning Samvel Babayan’s citizenship that the Soviet Supreme Council made a decision defining that Karabakh is a part of Armenia and since that time no one in Armenia has rejected that law. Thus, Andranik Tevanyan believes that the decisions of the Soviet times made on December 1, 1989, gives a right to Samvel Babayan to participate in elections in Armenia. It is worth mentioning that the existing president gave the same explanation too before running for president in 1998. Notwithstanding, no one has answered to the question why only some of the citizens of Karabakh can participate in elections in Armenia, but most of them cannot. Besides that, it is surprising from the view of the international jurisprudence how this law that was adopted in the Soviet times can be combined with the independent state of Karabakh after organizing an independence referendum in Karabakh.
