“The issue of Karabagh must be solved through negotiations but not through referendum,” announced the permanent representative of EU in Caucasus, Peter Semneby when commenting on the Constitutional Referendum conducted in Karabagh days ago. “The Referendum is the issue that is currently being discussed in the framework of the process of negotiations. The EU expresses its disappointment about the fact that the referendum has been conducted in the middle of negotiations,” said Semneby in Moscow.
