On October 28 at around 5:30 p.m., public prosecutor of the Avan and Nor Nork communities of Yerevan Gevorg Tovmasyan, his assistant and an anonymous person entered the home of member of the Lawyers’ Home Liana Balyan without any legal basis or decision and committed illegal acts.
Referring to the out-of-turn session held on October 30, 2006, president of the Armenian Bar Association Ruben Sahakyan applied to the Chief Prosecutor of Armenia Aghvan Hovsepyan on November 3, asking him to evaluate the illegal acts commited by prosecutor of the Avan and Nor Nork communities of Yerevan Gevorg Tovmasyan and his assistant, as well as asking him to bring them to justice. “They acted very freely. The prosecutor was disappointed in the lawyer, asking why he hadn’t made an accusation in court. Public prosecutor Gevorg Tovmasyan had threatened to beat up Liana Balyan and had told her parents that he would imprison their daughter. She was so confused at the moment that she didn’t know whom she could call,” said R. Sahakyan. According to him, the anger towards the representative of the Armenian Bar Association is due to a criminal case, in particular Norik Rubinyan, whose case remained a secret. In response to the question as to who Rubinyan is, he replied: “It’s not important who Norik Rubinyan is. It doesn’t matter what kind of case it is. It’s important to punish the illegal acts. If a public prosecutor went ahead and behaved himself like that, then I can imagine what his attitude would be towards the average citizen. This just goes to show the ambitions of the prosecutor. They were mad that the accused wasn’t confiscated. A couple of hours after the release of the accused, they persecuted her and brought up another case,” says R. Sahakyan. The President of the Armenian Bar Association is certain that similar contradicting and false explanations can’t hide the reality, which lowers the reputation of the public prosecutor, especially the public prosecutor of the community.
