Fast and quality required

The construction and reconstruction of roads in Karabagh are implemented not only with financing from the state budget, but also the money provided by benefactors. The Goris-Stepanakert and North-South highways constructed by the donations of Armenians everywhere during the “Hayastan” All Armenian Fund’s telethon are proof of that.

True, a part of the North-South highway is still under construction, but as they say, the people of Karabagh don’t lose hope. Very often presses have talked about the fact that there may be contradictions between the fund and the Karabagh government, however Minister of Urbanization of Karabagh Marat Hakobjanyan doesn’t consider them contradictions and says: “There is no contradiction; there is simply a demand from the Ministry of Urbanization of Karabagh to speed up the urbanization with quality. We always decide and come to terms. They are simply discussions aimed towards doing the job well.”

“Are there any errors in construction while implementing the fund’s projects?” In response to this, Marat Hakobjanyan said: “Of course, there are always violations. Now we have to supervise and correct the errors so that we can avoid any future violations.” He didn’t wish to mention any certain cases and said that the ministry is not only working as a supervisor, but also as a supporter.

Besides the abovementioned highway section, there is yet another important road used by the residents of different villages of Karabagh and that road is the Stepanakert-Aghdam-Martuni road. Are there any plans to reconstruct that destructed road? According to the urbanization minister, the ministry plans to do some reconstruction on the road.

“We have agreed on the plan; we will reconstruct the road little by little after we made a final agreement,” he said. It’s very possible that construction won’t begin in 2007 because the state budget is still in the process of formation and the government hasn’t foreseen the amount of money needed for the reconstruction.
