The Karabagh National Assembly session took place on November 1. During the session, the only topic on the agenda was the rereading of the Karabagh Constitution plan. Chairman of the Karabagh National Assembly Ashot Ghulyan said that after the first read and public discussion, the National Assembly has received a number of suggestions, including 127 suggestions from factions and independent MPs. After confirming the agenda, head of the constitutional draft committee and chief prosecutor of Karabagh Armen Zalinyan made a speech about the proposals. After the speeches and exchange of opinions, the MPs passed the draft of the Constitution of Karabagh, which will be put up for public voting. The day of the referendum will be decided by the order of the president of Karabagh. Only 31 MPs out of the 33 MPs were present during the session, of which 29 were in favor of the draft. Only MP Armen Abgaryan voted against: Abgaryan was the the former deputy defense minister of Karabagh. Member of the “ARF-Movement ‘88” faction Gegham Baghdasaryan stayed neutral.
