Do they underestimate?

“Although the U.S. has never characterized the events that took place in the Ottoman Empire as “genocide”, that doesn’t mean that the U.S. underestimates the seriousness of the events or denies the massive killings of 1915,” said Deputy U.S. Secretary of State on Europe and Eurasia, Daniel Frid about the bill passed by the French parliament, which penalizes anyone who denies the Armenian Genocide. He also said that the U.S. would like to see Armenians and Turks discuss the issue with honesty.
