“I have met the leaders of the conflicting parties and suggested them different services. Besides that, it is impossible to settle conflicts only through the efforts of the OSCE chairman. Success depends on the desire and will of the conflicting parties as well”, said OSCE existing president, the foreign affairs minister of Belgium, Karel De Gucht to “Novye Izvestia” newspaper and added that they were doing their best to settle the conflicts of Karabakh, Near Dnestr and Osya. Concerning the failed meetings of the Armenian and Azeri presidents in Paris and Bucharest, the OSCE president said, “There are serious obstacles and the presidents should have the will and courage to overcome them. The Belgian presidium and the OSCE board will do its best to settle the conflict”. In the same interview the OSCE president said that they would do their best to settle the existing “frozen conflicts” in Southern Caucasus.
