A “Trojan horse” of multiple use

In 1995 Viktor Dallakyan was backed by Vazgen Sargsyan and was elected in the parliament. Later, he became deputy to the head of the faction on state and legal issues thanks to the Armenian National Movement party. In order not to let the resignation of Levon Ter-Petrosyan seem like a military revolution, there was a need to demonstrate the whole process with active participation of intelligentsia members and politicians. For that purpose the parliament brought up a law, according to which MPs could leave their factions and join deputy groups. V. Dallakyan took part in the adoption of that law actively. After the adoption of that law many deputies, as well as V. Dallakyan joined the “Land Defenders” deputy group. Just after that Levon Ter-Petrosyan and the NA staff resigned. Later V. Dallakyan said that there had been a revolution and spoke positively about the former Armenian president.

Later they had to advocate Robert Kocharyan and elect him as the president. At the time, people were interested in who will be the first one to explain that the nomination of Kocharyan as president would be legal. It was then that V. Dallakyan announced in the parliament that he advocated the candidacy of Robert Kocharyan. Later V. Dallakyan said that the nomination and election of Robert Kocharyan in 1998 contradicted the constitution.

In 1999 V. Dallakyan was re-elected in the parliament again due to Vazgen Sargsyan. After the latter was killed, V. Dallakyan became head of the faction on state and legal issues with help from the “Republican” party. He criticized the authorities till the end of his period and was still a member of that party, and later just before the elections he moved to the opposition.

In 2002 V. Dallakyan was head of the faction on state and legal issues, he initiated amendments in the RA Electoral Code, according to which the president could have three representatives in electoral commissions, he was the one that presented the positive conclusions of the commission to the government and brought up that law. Later, when Stepan Demirchyan applied to the Constitutional Court, V. Dallakyan said that by giving three places to the president unequal conditions were created between the candidates and recommended revising the law.

During the parliamentary elections of 2003 V. Dallakyan was not representing any of the parties and thanks to “Republic” party, was included in the electoral list of “Justice” alliance. Besides that, the mentioned party supported him to be elected on majority basis as well. In spite of that, Dallakyan was telling the Mass Media that he was fighting against the authorities alone. He attracted the attention of everyone for one month and later won his own cousin during the elections and thus tried to assure everyone that in spite of different electoral violations those who are fair win. After the presidential elections he said that over 500.000 ballots were based on fraud during the elections and for the purpose of not discovering that fraudulence they stuffed that many ballots during the parliamentary elections too. By dividing 500.000 to 56 precincts we have 8928 ballots per precinct. This means that even if no one voted for Dallakyan’s competitor this number of stuffed ballots would be enough for his competitor to be elected because the real number of ballots that V. Dallakyan had was much less than the mentioned number of the assumed stuffed ballots.

Later V. Dallakyan became the secretary of “Justice” alliance with help from the “Republic” party. After solving his problem he could think of legalizing the presidential elections. After the elections he gave an interview, where he said that if he held the position of Stepan Demirchyan, there would be change of authorities for sure. In that period, when people were very active, even the enemies of Demirchyan could not accuse him of such a failure. Demirchyan approved the same idea, thus proving the fact that the fraudulence of the elections could not affect the outcome if the oppositional leader was not “misfortune”.

When head of “Republic” party, Aram Z. Sargsyan said that they should create a new format in the opposition and try to make a revolution, instead of supporting him or at least staying passive V. Dallakyan said that there was no need for that, they shouldn’t divide the alliance and that they still had a lot to do. Everyone has much to do and there is always something to do. The problem was change of the authorities but not to do “something”. Dallakyan had forgotten that he could succeed so much and had a good political career thanks to the Sargsyans. He had either forgotten or he thinks this is the way how good things should be appreciated. He could at least remember when he said that the opposition can not win while the leader is Demirchyan. Now he is in a better situation and probably thinks that there is no need for changes. Dallakyan criticizes oligarchs, but in spite of that takes part in the opening ceremonies and presentations of Gagik Tsarukyan’s businesses, praises him for good things that he does, etc. We shouldn’t be surprised if one day he takes part in the presentation of Nairi Hunanyan’s book. Why shouldn’t Dallakyan keep good ties with Tsarukyan? A cartoon hero named “Post officer Pechkin” says, “I was bad because I didn’t have a bicycle, now I am good because I have it”. Dallakyan became kind too as soon as he bought an apartment in the center of Yerevan, renovated it and bought good suits for him that have lines and only oligarchs can buy and wear. After all this he has forgotten his announcements saying that there is need to replace the expensive suits with lines that oligarchs wear with other uniforms with lines, clothes that prisoners wear.

V. Dallakyan, who thinks that he is a politician, says that he joined the Republican party only because of the fact that Vazgen Sargsyan had asked him to do so, but not because he liked their ideology, their by-laws and principles. After Vazgen Sargsyan was killed he continued using his opportunities in that party and later moved to the opposition. It was then when a journalist asked Dallakyan whether he was going to join another party after dropping his membership in the other one he answered, “No, my team is different”. Which is his team that he doesn’t want to mention? If he joins any party he will have to take part in the organization, sponsoring and other works as well. If he founds his own party, it will be very difficult for him to propose his programs and consolidate powers. But now, he doesn’t have much trouble and responsibilities, but instead he can use opportunities of parties and stay ready until the time comes when he will not have anything to do there and can move to a better place. Don’t think that Dallakyan has founded his team and is going to follow it by all means. The time will come when he will not have anything to do there any more and will leave that team too.
