“Robert Kocharyan has been elected twice during the 1998 and 2003 elections, which were declared as violated elections based on fraud. Political oppositionists haven’t recognized his legitimacy. The activities of Kocharyan’s administration are not considered as fair and good from the human rights protection perspective. This reached the critical point in 2004, when “the authorities oppressed the opposition, as well as arrested people”, as stated in the report of international juridical organization “Freedom House”.
