Recently head of the “Millennium Challenges” corporation, John Danilovich has presented a final report of their corporation to president of Armenia Robert Kocharyan stating the following: “The Armenian mark of freedom of speech and accountability went down from 0,27 to 0 in 2006”. “The mark of Armenian citizens’ freedoms was 4 (there are 7 marks, where 1 is the lowest and 7 is the highest). But according to “Freedom House”, this mark tends to go up and while the corporation is making decisions for 2008 fiscal year, it may become 5”, write the reporters. The corporation has provided over $235 million to Armenia. “As for civic freedoms, the Constitutional referendum of 2005 plays its role because after the referendum, electoral monitors expressed their concerns for electoral violations, as well as intimidation on oppositional parties”, writes the report. Danilovich also stated the following in his report, “The Corporation’s concerns don’t only refer to separate cases and they can be worked out only by implementing a good policy to work out these flaws”.
