In the summer, time goes slowly in the city. In fact, it goes slower than jazz. This is not the case in villages because villagers can spend their time in their gardens. On the contrary, there isn’t much to do in the city. Furthermore, there aren’t any good places to go sightseeing; the newly built buildings close the view of the Ararat mountain. The parliament has finished its session for this season; the last session was very interesting. Oppositionists were once again blaming the authorities for stealing and committing violations. However, this time these announcements were different, it was apparent that they were mostly making pro-European announcements. Besides that, head of the RA Central Bank came up with an amazing idea and said that they had vacancies for office cleaners in the CB and could offer those places to MPs. (But the MPs will have to pass an interview first). It seemed that the debate would be very active and they would criticize each other by swearing. Deputies said to the CB head that he didn’t have a clear origin and was homosexual. Later they shook hands and didn’t quarrel any more. They did this, after which they usually go to a restaurant on the bank of Hrazdan river to have a party together. While this was going on, the USD exchange rate was going up, but after shaking hands it started going down again.

The only thing that many paid attention to was soccer. Even the monotonous play of the German team doesn’t beat the heat. Citizens of Yerevan are only happy to see the representatives of “ArmRusGazard” company (ARG). They are visiting citizens and offering them to sign contracts with them. This contract that they made for gas usage in apartments is something new. This document is very serious and citizens should read it. This contract sets limits on the rights and responsibilities of suppliers and users. According to this contract, ARG is responsible not to stop gas supply often. According to the mentioned contract, ARG can’t stop supplying gas more than four times and more than 36 hours each time of stopping. The contracts includes a separate section talking about force-majeoure conditions, but we will discuss this issue later. The most important thing in this contract is that ARG takes on the responsibility of not stopping gas supply for more than 36 hours if there aren’t force-majeoure conditions. This is a very original point, furthermore, there is no need to discuss it. We may see in the chapter where ARG writes about force-majeoure conditions that with this contract that company doesn’t take any responsibilities at all. This piece of paper writes about cases such as rallies, wars, sabotages, and other types of strikes in its chapter dedicated to force-majeoure conditions. The Armenian government probably hasn’t told ARG that Armenia is the stabile state in the region. As for ARG, it doesn’t tell citizens in which cases exactly it will stop providing gas. We understand that they are trying to be free of all kind of responsibilities. In spite of this, it is very strange that there is a provision in the contract, according to which when finding any damages of gas pipe line citizens are shouldn’t inform the services about that. “In such cases citizens must close all gas tubes in their apartments, open the windows for air circulation and mustn’t use any gas flow”, as stated in the contract. Only after doing all these things can citizens inform the supplier about the damage. This means that citizens can’t call them until they don’t prevent the danger. Don’t they want to visit dangerous buildings? The fact that they didn’t propose more responsibilities for citizens is very good. We would be grateful for them if they were not so aggressive recently. At first, this company made all other small companies working directly with the citizens leave that field to them only. Now ARG is a monopolistic company in this field. Later they increased the prices for these services almost twice. Citizens used to pay 3.000 dram for this service, but now they pay 5.700 dram. They are collecting this money from citizens in the hot summer, when we are all watching the world soccer cup. It is a monopolist and is independent; it doesn’t even depend on soccer and the national price regulatory commission.
