During the parliamentary discussions, head of the Karabagh NA “Hayrenik” constant committee on budget and financial issues, Arayik Harutyunyan asked a question concerning TV broadcasting. Head of the regional management board of Karabagh, Armo Tsaturyan, said that they hadn’t spent much money on improving the broadcast of Karabaghian and Armenian programs in Karabagh. According to him, this year the budget is going to provide 172 million AMD for this purpose. “When we were told that the Armenian government was also going to provide financial support for improving this field in Karabakh along with implementing their programs in the Syunik region, we thought it would be better not to provide that money from our budget this year. But later it turned out that the Armenian government was not going to do that”, said Tsaturyan and added that he hoped that the 172 million to be provided by the budget this year will be spent wisely. MP A. Harutyuinyan wondered who had made those estimations. Mr. Tsaturyan answered that the estimations had been made by the specialists of “ArtsakhKap” company. A. Harutyunyan said that it was possible to do that work with less money and recommended organizing a fair competition and electing the company to implement that project through a fair competition.
It is worth mentioning that not everyone in Karabagh has access to the TV programs broadcasted both in Armenia and Karabagh. Instead, citizens of some areas of Karabagh watch Azeri and Iranian broadcasts. Only two companies can broadcast TV programs in Karabagh, including “ArtsakhKap” and “Payse” companies. According to Tsaturyan, these companies don’t have a license yet. In fact, recently the NA supervising chamber checked up on what these companies are doing and, according to them, they didn’t find any violations. “The ministry of regional management of Karabagh has recommended taking the issue of providing “Payse” with a license to broadcast TV programs under consideration, with the purpose of fixing some flaws in this field”, said E. Barseghyan.
